Why are the ferries so late in this picture?

I’m trying to figure out why the ferries don’t arrive at the dock until the very end of this photograph.
While I know the sequence of events (both the artist’s conception and the actual sequence of events), I’m having a hard time figuring out how the camera managed to be far enough away from the water and still capture this image in this pose.
How far away is the camera from the water and at what height in the sky is the camera?
